959 名前:<平成日本召還> ◆OZummJyEIo 投稿日:2006/09/23(土) 21 30 16 [ Nz0LbtT6 ] ○ Opening of war 編2 1/3 ――1 外交や商売に限らず交渉事で重要な点は、相手に弱みを握らせないと云う事である。 そして情報は貴重な武器である事を忘れない事も大事だろう。 知っている事も、知らない事も武器となるのだから。 その意味に於いて平成日本とボルドー商人使節団の交渉は、定石を外さないものであった。 平成日本としては、食料は喉から手が出る程に欲しいものではあったが、その対価も判らずに欲しては、 足元に見られ、対価は天井知らずに跳ね上がる可能性がある。そう判断していたのだから。 その猜疑心に拍車を掛けたのは、 会合 や、ダークエルフ族から得た情報――ボルドー商人、特に、 使節団を束ねるメディチ家の状態であった。 食料の対価として、ボルドー王国の転覆を要請されては堪らない。 或いは 大協約 第7軍団の、北東ガルム地方からの追放などを持ち出されても困るのだ。 更に困る事は、ボルドー商人が持ち込んだ資料によれば、彼らの影響力でかき集められる食料の総数が、 チョッピリとではあるが平成日本の最低限度の食料所要量を上回る様な量である事だった。 無論、全てが直ぐにと云う訳では無い。 最終分がボルドー王国に集まるのは、早くても5ヵ月後であった。 約半年先。 がその程度であれば、手持ちで保存していた分の遣り繰りをしっかりと行いさえすれば乗り切れる、 国民を飢餓線に漂わせなくても良いのだ。 臨時閣議に於いて、少なからぬ国務大臣が何を代償としても食料を受けるべきだと主張していた。 が、その声を押し切って外務大臣は交渉の継続を決めさせた。 それは外務大臣の資質では無かった。 外務省の総意であったのだ。 またか。 或いは、交渉の為の交渉をする積もりか。 そう言わんばかりの視線が、外務省に集中したが、だがそれは省益からの行動では無かった。 近くの危機を乗り切る為、未来に禍根を残してはならないとの判断からだった。 2000年代初頭に組織改編された外務省は、その機能を十分に発揮していた。 対するボルドー商人使節団である。 此方は、深刻であったと言えるだろう。 彼らの武器は1つだけ、莫大な量の食料を提供できると云う事である。 無論、その有効性は高いだ、このカードが切れるのは一度きりなのである。 そう判断していた。 否、恐怖すらもしていた。 東京湾の何処其処で停泊していた大型の船舶たちに。 巨大な建物の群に。 それは平成日本の豊かさであった。 そして、商人が力を持っている事の証拠であると、ボルドー商人使節団は理解した。 東京の街並みは、他の列強諸国の王都に比べれば、何処かしら統一性に欠けていた。 否、派手な看板などが無秩序に並ぶ様は、混沌としているとすらも思えた。 だがそれは同時に、統制が余り行われていないと云う事であり、そして商人が好き勝手にしている、 するだけの影響力を持つ事の証明であった。 ボルドーの商人の力が小さいとは思わない。 だが、この港に停泊している巨大な船たちを自在に操れる様な大商人たちに勝てると判断する程に、 自惚れてはいなかった。 食料を提供すれば誼を通じる事は出来る。 出来るが、それだけである。 食料の対価を払い受けた後は、この“帝國”の大商人達が表に出て来るだろう。 利に聡い商人が出てこない筈が無い。 そうなれば、かつての絹の独占販売権の如き利権を得るのは難しいのでは無いか。 “帝國”に、食料を高く売りつけなければならない。 だが同時に、その交渉の最中に於いて“帝國”の不興を買ってはならない。 そんなアンビバレントな状況であったのだ。 使節団の面々から積極的に成れる筈も無かった。 交渉は行われるも、お互いに警戒しあって手探り状態。 全く交渉は進まない。 お互いの言葉の裏を読んで、小出しに情報を提供しあって、それらを夜に分析する様な、正に戦闘の 様な交渉。 960 名前:<平成日本召還> ◆OZummJyEIo 投稿日:2006/09/23(土) 21 31 05 [ Nz0LbtT6 ] ○ Opening of war 編2 2/3 それがひっくり返らせたのは、若者の力だった。 ロベルト・メディチ。 それは或いは、蛮勇であった。 ある交渉を開始して、丁度一週間後に行われた席で、ロベルトはゆっくりと手を上げた。 「良いですかね?」 果ての見えない、神経に鑢を掛ける様な交渉に暗澹たるものを感じていた一同は、自然な流れで、 ロベルトを見た。 視線が集中したのを確認してロベルトは、口を開いた。 「ブッチャケませんかね」 それまでの礼儀正しい口調を捨て、足を組みながら言う。 お互い、信頼が無い為に疑心暗鬼になっています。 全てを洗いざらいに出して話し合いませんか? この国の言葉で“腹を割って話す”って事を。 「ロベルト!」 短い声で叱咤するのはコジモ・メディチ。 齢80を超える人間のものとは思えぬ、張りのある声。 使節団の人間のみならず、日本側からの出席者まで、思わず反応をしていた。 だがその瞳は、笑っていた。 そう、この若者らしい爆弾は、暴発では無かった。 ロベルトとコジモが共謀し、計算した爆薬であった。 交渉を円滑に行う為の。 お互いの利益や面子、様々なものが絡み合って、物事が進み辛くなったらロベルトの判断で、事を 起こして良い、と。 使節団が東京に上陸し、最初の交渉を行った日の深夜。 使節団用にと貸しきられた豪華なホテルの一室にて、ロベルトとコジモは2人きりで話す。 密談用の魔法アイテムを利用して。 『それで何とかなりますかね、大殿?』 口を開かぬままに猜疑の声を上げたロベルト。 それが魔法アイテムの効能だった。 、好事家であったメディチ家の祖先が収集していた、古代の高度な魔法文明の遺産であり、魔法石を介し、極至近距離で、口を使わず、意思を疎通させるアイテムだった。 問いかけにコジモは笑う。 『なる。それが帝國人だ』 かつての帝國人と交渉した経験を持つコジモは、帝國人が如何に交渉事に於いて“腹を割る”と云う 行為に、どれ程の重きを置いているかを知っていた。 『連中は折れる。必ずな』 『ならば何故、それを最初に成さないのですか?』 『何事にも手順だ。それはお互いを納得させる為の儀式でもある』 片目を閉じ、若者には馬鹿馬鹿しいかもしれんがね、と笑う。 何故? そう問いかけるロベルト。 どうせ折れるならば、最上位者が折れた方が、より劇的では無いかと問う。 『私は元々が隠居の身だ。これ以上働くのは身に障る。若者は未来を担うのが仕事だ。違うかね? ロベルトよ、未来の為に働け』 『………有難く』 深々と頭を下げるロベルト。 コジモは、交渉が首尾よく行った際の功績を全てロベルトに与えようと云うのだった。 『入り口は私が開けてやろう。だがその先は全て、お前の双肩にかかっている。頑張る事だ』 交渉の突破口を開いた功績を理由に、今回の交渉の全権をお前に渡す。 『後は、出来るな?』 961 名前:<平成日本召還> ◆OZummJyEIo 投稿日:2006/09/23(土) 21 31 37 [ Nz0LbtT6 ] ○ Opening of war 編2 3/3 『お任せ下さい』 そうロベルトは胸を叩いていた。 腹を割って話す。 そう言われた時、平成日本側交渉団の末席にオブザーバーとして控えていた若者、 会合 の参加者にして、 ダークエルフ族の対帝國交渉団の団長補佐も務めるスティーブンは、ボルドー人も判っているのだなと、 小さく頷いていた。 日本へと渡ってからの長いとは言い難い日々で、スティーブンはこの“帝國”の人間たちが、呆れる 程にお人よしである事を理解していた。 何と言うか、他人を先ず信用しよう――したいと云う風に見えていた。 大協約 に追われ、世界からすらも隠れる様に生きてきたダークエルフ族のスティーブンにとって、 それは信じがたい事だった。 そして同時に、途轍もなく有難い事だった。 それは、 大協約 に狩られ、暗闇に閉ざされていたダークエルフ族の未来に、再び、希望が灯った 事を意味したのだ。 この“帝國”と共にあれば、日の下に居られると。 だからこそスティーブンは決めていた。 自分はダークエルフ族の為にも、“帝國”に一切の躊躇無く、全身全霊をもって忠誠を尽くす事を。 そんなスティーブンの目の前で、本当の意味での交渉が始まった。 お互いが出来る事を交渉のテーブルに載せ、妥結点を探るのだ。 電子音 小さな小さな音が、スティーブンの耳元で鳴った。 この交渉が始まる前に渡された通信機だ。 魔法のように小さな、通信機がクリアな音声で言う。 (魔法を使われた様子は無いか?) 「(大丈夫です。どうやら彼らは本気の様ですよ)」 口元を手で隠しての小さな呟きを、骨振動マイクが拾う。 スティーブンが列席している理由、その1つが魔法への対処であった。 平成日本は、現時点では理解する事の出来ない技術体系による被害を未然に防ぐ為、交渉の席に 参加したのだった。 スティーブン自身は人間の、それも交渉と云う行為に対し神聖なものを感じているボルドー商人が、 魔法に頼った何かを仕掛けてくる可能性は低いと見ていたが、そんな思いを僅かも出さず、背筋を 伸ばして座っていた。 (了解した。引き続き頼む) それで、“帝國”が安心するのであれば簡単な仕事だと思って。 交渉開始時から1週間。 平成日本とボルドー商人使節団の交渉は、漸く本題に入ったのだった。
